An official signaled touchdown Sunday on Manning's fourth-and-goal second-quarter sneak, but the call was overruled and the ball went to Cleveland on downs.
The rulebook was the reason. Manning fumbled on the play and tight end Dallas Clark recovered in the end zone.
Dungy explained: "It's just on fourth down and in the last 2 minutes (of either half)," he said. "Only the fumbling player can advance it. That was a fourth-down play. If we recover it, it's actually dead where it was fumbled."
As was ultimately ruled.
